Use of recycled content in plastic packaging resin is an essential part of promoting a circular economy and reducing plastic waste and can result in many environmental and economic benefits. Post-consumer recycled (PCR) plastic is a substantial source of recycled material but increasing its use poses particular challenges. To strengthen demand and market certainty for PCR plastic, some states have enacted laws that require the incorporation of specific percentages of PCR content into packaging or products. These requirements do not by themselves address the supply problem – low rates of plastic recycling – and have state-specific nuances that can make national-level decision-making difficult. This session will discuss ways the plastic supply chain can come together to approach complying with PCR content mandates and industry initiatives to advance new technological solutions, such as advanced recycling for plastics. Attendees will also explore developing industry guidelines or standards around recycled content in plastic packaging for household and commercial products.

Since the 1980s, HCPA has helped develop and maintain National Fire Protection Association (NFPA) and international fire and building codes that allow aerosols to be manufactured, distributed, stored in warehouses, and placed on retailer shelves. HCPA uses science to assure that its positions are credible and compelling to the fire officials, insurers, and fire engineering professionals who manage the nation’s complex system of fire and building codes.
This Work Group will discuss the latest activity regarding fire and building codes and prepare for a submission fro the next code change cycle.

During this session, Christopher Finarelli and Nicole Quiñonez will outline three major policy initiatives in California that HCPA will engage next year, including pesticide reform, mill assessment, and microparticles. Input from meeting attendees will determine how the industry will shape de-facto national standards for ingredients and pursue overdue reforms to state regulatory functions.
The Aerosol Roadmap Task Force is aiming to build a new tool to provide the aerosol industry and other stakeholders with a better understanding of aerosol technology and the various considerations that need to be made before a product can come to market.
This Task Force will review current resources and discuss how to fill gaps for remaining sections.

New Approach Methods (NAMs) are becoming more common and have been used recently to replicate, enhance, or replace animal-based testing data. Unfortunately, government agencies don’t always accept NAMs in place of animal-based testing. This session will address the use of NAMs and discuss plans to increase their regulatory acceptance

Creating fragrances and fragranced products is both highly scientific and extraordinarily artistic. To ensure product safety, the Research Institute for Fragrance Materials (RIFM) evaluates all fragrance ingredients for their respiratory toxicity potential as part of a robust safety assessment program and is currently exploring the role of New Approach Methodologies (NAMs) in identifying respiratory toxicity endpoints. But using these ingredients to develop a fragrance is akin to art, with a perfumer as the artist. Like an artist, perfumers draw inspiration from among other things – color. This session will first discuss RIFM’s work on developing new animal-alternative ways to evaluate respiratory toxicity for fragrance ingredients that simulate conditions in the human body, as well as explore the unique relationship between color and fragrance, the ways in which color shapes olfactory expectations, and how perfumers use color to create fragrances that emotionally resonate with consumers.

State Extended Producer Responsibility (EPR) laws have entered the implementation phase, and Vermont recently enacted a first-in-the nation law that shifts the cost burden of household hazardous waste (HHW) to manufacturers. EPA’s Safer Choice and Design for the Environment (DfE) programs help consumers and commercial buyers find cleaning and disinfectant products that perform and meet stringent EPA criteria for effects on human health and the environment. The EPA is currently drafting an update to the Safer Choice Standard, which was last revised in 2015. Given the increasing consumer interest in chemicals used in products, the Agency is also considering expanding its certification programs to include additional product categories and a certification for cleaning service providers. This session will discuss EPA’s latest thinking on potential Standard updates and certification program expansions, as well as future program priorities such as outreach.

The household and commercial products industry has received backlash about chemicals used intentionally and those found as byproducts or contaminants in products. In this working session, attendees will future-cast emerging chemicals of concern that could impact the formulation and packaging of products.
This Task Force is developing a recommendation for improving the aerosol guide to maximize its effectiveness for the industry.
The Task Force is almost finished with reformatting the 9th edition of the aerosol guide, and will be discussing what additional standards, methods, and guidance should be created next.

California, Colorado, Maine, and Oregon have all enacted Extended Producer Responsibility (EPR) laws for packaging that aim to promote increased recycling and a more circular economy. Companies that produce products with obligations under EPR laws will need to have a deep understanding of their packaging data and have a process and system in place for making decisions about their packaging portfolio and reporting to Producer Responsibility Organizations (PROs). This session will discuss how companies can prepare for EPR compliance readiness and strategic insights on EPR policy development.

In this working session, attendees will discuss the challenges to the commercialization of sustainable chemistry in order to help lead the industry forward.
