Angela Brennan is an experienced political professional and former state legislator who serves as the founder and president of a.b. STRATEGIES. Based in New Hampshire’s state capital, she provides expert government relations, public policy advocacy, and strategic communications. A recognized "State House specialist," Angela represents a diverse portfolio of clients—including national trade associations and grassroots organizations—before the legislature and executive branch. Her expertise spans complex policy areas such as health care, election law, and consumer protection, where she is known for a "surgical approach" to shaping outcomes and anticipating legislative hurdles before they arise.

Beyond her consulting work, Angela has a distinguished track record of public service and bipartisan leadership. As a former State Representative, she served on the House Election Law Committee and successfully authored bipartisan legislation addressing the impact of artificial intelligence and "deep fakes" in political advertising. Her reputation as a savvy bridge-builder is underscored by her role as a Future Caucus Healthy Democracy Fellow and was named the National Conference of State Legislatures Emerging Leader of New Hampshire. HCPA is increasingly prioritizing state-level engagement, where policy activity is accelerating and often setting the tone for national policy trends. This session will provide a focused, in-depth look at recent policy activity in Vermont and New Hampshire, two states that are emerging as key drivers of policy approaches in important issue areas. This session will provide insights into the overall direction of state policymaking, the motivations behind these proposals, and their implications for broader adoption in other jurisdictions in an overall effort to help members anticipate emerging policy trends, assess business impacts, and effectively communicate and contextualize these trends within their organizations.
