Allison Crowley
A native Vermonter and seasoned government relations professional, Allison has successfully guided clients through Vermont's unique legislative and regulatory arenas for more than 30 years. Over the years, Allison has cultivated countless long-term, positive relationships with legislators, Governors, agency heads, and regulators across the political spectrum. Allison’s political career began as an intern with Vermont's U.S. Senator Patrick Leahy.
Allison was appointed by former Gov. Peter Shumlin and current Gov. Phil Scott to the Vermont State Policy Advisory Commission where she continue to serve. She has also served on various community boards, including the Boys and Girls Club of Burlington, the Vermont Association for the Blind and Visually Impaired, and the Champlain College Alumni Council, where Allison was honored to receive Champlain's Robert A. Skiff Alumni Leadership Award.

HCPA is increasingly prioritizing state-level engagement, where policy activity is accelerating and often setting the tone for national policy trends. This session will provide a focused, in-depth look at recent policy activity in Vermont and New Hampshire, two states that are emerging as key drivers of policy approaches in important issue areas. This session will provide insights into the overall direction of state policymaking, the motivations behind these proposals, and their implications for broader adoption in other jurisdictions in an overall effort to help members anticipate emerging policy trends, assess business impacts, and effectively communicate and contextualize these trends within their organizations.
