Understanding California Proposition 65: Compliance, Safe Harbor Levels, and Regulatory Updates
Julia Dolloff, Ombudsman for the California Office of Environmental Health Hazard Assessment (OEHHA), will provide an overview of the Safe Drinking Water and Toxic Enforcement Act of 1986, commonly known as Proposition 65 (Prop 65). The law requires California to maintain and update a list of chemicals known to cause cancer or reproductive toxicity and requires businesses to provide warnings about significant exposures to listed chemicals.
Attendees will gain a better understanding of compliance obligations under Prop 65, including safe use determinations and the process for establishing or revising No Significant Risk Levels (NSRLs) and Maximum Allowable Dose Levels (MADLs), which serve as safe harbor exposure thresholds under the law. The session will also explore the Omnibus 2026 pre-rulemaking initiative and its potential implications for businesses.
