Allison Kustic

State Government Relations Manager, Association of Plastic Recyclers (APR)

Allison has more than half a decade of experience in public policy and leads US state policy for the Association of Plastic Recyclers, the largest North American association focused exclusively on plastics recycling. She works with lawmakers and diverse stakeholders to advance APR’s core policy principles and provide technical expertise on recycling legislation, including minimum recycled content, extended producer responsibility, bottle deposit programs, and design for recyclability. Allison has expanded APR’s state policy influence and led efforts on APR’s first sponsored pieces of legislation in California and Washington in 2025 and 2026. She previously worked as a Senior Legislative Aide with the California State Assembly, where she analyzed more than a thousand bills spanning topics of solid waste, natural resources, energy, water, housing, transportation, agriculture, and shepherded more than two dozen measures through the legislative process. Allison holds a Bachelor of Arts in Political Science from Dominican University of California and a Master of Public Policy and Administration from California State University, Sacramento. Allison resides in Seattle, WA.
